Bio
Jay Hutchins currently serves as the Executive Director of the Professional Licensing Boards at the State of Maryland’s Department of Labor, Licensing and Regulation. As the Executive Director, he oversees the State’s regulation of licensed professionals including Engineers, Land Surveyors, Architects, and Bay Pilots.
Prior to assuming this role, Jay was the Director of Legislative and Regulatory Affairs at Maryland’s Department of Labor, Licensing and Regulation (“DLLR”) under former Secretary Tom Perez. For four legislative sessions in Annapolis, Jay led DLLR’s legislative efforts and successfully guided the passage of critical legislation including bills to stave off foreclosures, increase employee protections, and provide unemployment benefits for part-time workers.
Before coming to work at the state level, Jay was a federal lobbyist for Goodwill Industries International (“GII”), one of the largest non-profits in the country. As a federal lobbyist, Jay advocated in Congress on behalf of GII’s position on issues like workforce development, electronic waste clean-up, and the successful reentry of ex-offenders. Jay was also a part of the coalition of public service lobbyists that successfully advocated for the enactment of the Second Chance Act, which was signed into law in 2003.
Jay is involved in the community. He currently serves as a Commissioner for the Montgomery County Commission on Landlord-Tenant Affairs. Jay also serves on the Montgomery County African-American Advisory Group, a coalition of community leaders that provides guidance to the County Executive on issues of importance to the County’s Black residents. Jay is also an active supporter of the local Democratic Party. He is on the Executive Boards of both the District 19 Democratic Club and the African-American Democratic Club for Montgomery County. Jay is also a Precinct Captain in 19-08.
Jay lives in Silver Spring with his wife, Renée, a law professor at the University of Maryland School of Law, and their two sons, both students in Montgomery County Public Schools.
